In October 2008, according to the Joint Collaboration Protocol, between the Directorate of the Traffic Police and the Autonomous Administration – Romanian Auto Register, regarding the road traffic control of road vehicles, a joint action was organized at national level, with the priority purpose of reducing the causes generating road events with serious consequences, produced due to technical deficiencies in the case of vehicles that perform commercial transports of goods or persons, regardless of the country in which they are registered. The technical roadside control was carried out for all vehicles in circulation on public roads, without discrimination based on the nationality of the driver or on the state of registration or putting into circulation of the vehicle, taking into account the need to reduce to a minimum the costs and delays caused to drivers and/or economic operators.
The total number of vehicles inspected was 910, of which 243 (26.7%) were compliant and 667 (73.3%) non-compliant in terms of the technical condition of the vehicle. For road safety, the percentage was 36.7% compliant and 63.3% non-compliant. Vehicles that presented malfunctions with imminent danger of accident, respectively failures in the steering mechanism 12.09%, in the braking system 10.77%, in terms of identification 95.6% compliant , (only 4.4% had no improper identification), pollutant emissions 29%, electrical lighting, signaling and auxiliary installation 83.96%, and in terms of axles, rims, tires, suspension were recorded 42.64%. For the proof of performing the I.T.P., 87.9% of the valid roadworthiness test, 5.7% of the expired roadworthiness test, 0.7% of the false roadworthiness test and 5.7% of the lack of documents were found. Depending on the engine, 442 vehicles were controlled, of which 237 were petrol and 205 on diesel, and in terms of pollutant emissions, 442 vehicles were also controlled, of which 314 were compliant and 128 non-compliant. The percentage of rejection according to seniority was as follows: between 9-10 years: 69.4%, between 11-15 years: 72.2%, and over 15 years: 81.9%.
As for the vehicles equipped with MAS and MAS+ catalyst, 237 pieces were tested, of which 148 vehicles were compliant, the remaining 89 being non-compliant. The vehicles equipped with MAC were tested in 205 pieces, 166 were compliant and 39 vehicles were non-compliant.
