Results of technical roadside checks (5 January 2015 – 31 December 2015)

The Romanian Auto Register has technically checked 81,702 in traffic during the last year. vehicles all over the country. Following the checks, RAR inspectors found that  5.55% (4,535) of the controlled vehicles posed an imminent risk of accident, mainly due to majorfailures in the braking system and steering. In these situations, one of the measures taken was the retention of the registration certificate, which can be regained only after a technical inspection at the representations of the Romanian Auto Register.

Out of the total number of cars, vans, motorcycles and trailers stopped, 53.85% (43,995) presented various technical problems or related to documents and 32,694 were rejected because they were considered non-compliant from the point of view of road safety (RAR inspectors found the malfunction of the electrical lighting and signaling installation, failures of the braking system, improper condition of the chassis,  bodywork or tyres, abnormal playing in the steering mechanism or in the joints of the front and rear axles)
Of the total vehicles checked (81,702), 2332 were non-compliant in terms of proof of periodical technical inspection (proof of expired roadworthiness testing, evidence of false roadworthiness tests).
Following the analysis of the polluting emissions, at 17,962. of the stopped vehicles, rar inspectors found that the maximum permissible level was exceeded at 27.03% or 4856 vehicles.

Of the total vehicles controlled on the road by RAR inspectors last year, about 27% of them were older than 15 years, 32.35% were between 11 and 15 years old, and 12.34% were between 9 and 10 years old. Newer vehicles were also stopped: 4.74% were between 1 and 3 years old and 24.04% between 4 and 8 years old.
The percentage of rejection according to age shows that 63.07% of vehicles older than 15 years had different nonconformities, compared to 48.01% of those aged between 6 and 8 years or 28.47% in those older than 3 years.

Following the mixed controls carried out at national level by the Romanian Auto Register and the Traffic Police, during 2015, 29,864 sanctions were applied, 772 driving licenses and 22,817 registration certificates were retained and 180 vehicles were immobilized. When the vehicle is immobilized by the Police as a result of the malfunctions found, the RAR inspectors proceed to cancel the periodical technical inspection. This measure was taken in the case of 73 of the vehicles checked.

The General Director of the Romanian Auto Register, George-Adrian Dincă, mentions that the results of the checks carried out in traffic do not reflect the general condition of the car park in Romania, because the mixed R.A.R. – Police crews stop for verification only those vehicles that are likely to have malfunctions.
